8 Why Singapore Is Making This Change

Singapore is set to unveil an entirely new visa stream for elite tech and AI specialists.

Commencing on January 1, 2027, the government of Singapore will launch the entirely new ONE Pass (AI and Tech), a targeted route meant to attract global talent with expertise in areas including artificial intelligence, advanced software engineering, and quantum computing.

This initiative will replace the current Tech.Pass, which was established in 2021, placing it under the more comprehensive Overseas Networks and Expertise (ONE) Pass structure.

What Is the ONE Pass?

The Overseas Networks and Expertise Pass (ONE Pass) is a distinctive work visa developed by Singapore to draw leading global talents and industry pioneers.

In contrast to conventional work visas, the ONE Pass offers exceptionally skilled professionals the opportunity to reside and work in Singapore with increased freedom, without the need to be attached to just one employer.

This visa targets individuals with remarkable achievements or elevated salary levels in sectors such as:

  • Technology
  • Business leadership
  • Science and research
  • Arts and culture
  • Sports and academia

Typically, applicants are expected to earn at least SGD 30,000 monthly or exhibit distinguished professional accomplishments.

New ONE Pass (AI and Tech) Track Coming in 2027

The forthcoming ONE Pass (AI and Tech) will specifically cater to senior technology professionals and founders. It concentrates on individuals engaged in sectors that are emerging and have significant impact, such as:

  • Artificial Intelligence (AI)
  • Quantum computing
  • Advanced software development
  • Deep tech and engineering

The primary objective is clear. Singapore aims to entice global tech leaders who can contribute to developing the nation’s innovation ecosystem.

Longer Visa Validity: Five Years Instead of Two

A significant modification is the extended validity period. The new ONE Pass (AI and Tech) will be valid for five years, with the possibility of extending it for an additional five years.

This represents a considerable enhancement over the existing Tech.Pass.

Visa Type Validity Renewal
Tech.Pass 2 years One renewal for 2 years
ONE Pass (AI and Tech) 5 years Renewable for another 5 years

The extended period provides international professionals greater security and flexibility to establish businesses or advance their careers in Singapore.

Employer Requirements for Applicants

To be eligible, applicants need to be associated with a technology-oriented company or investment firm.

They must currently be employed, or have most recently worked, at one of the following:

  • A technology firm
  • A technology segment within a firm
  • A venture capital company focused on technology

The firm also needs to fulfill at least one of these criteria:

Company Criteria Requirement
Market capitalization or valuation At least USD 500 million
Annual revenue At least USD 200 million
Assets under management At least USD 500 million
Funding obtained (tech startups) At least USD 30 million

These stipulations are aimed at guaranteeing that applicants emerge from well-established or rapidly growing tech ecosystems.

Experience Requirements for Applicants

Candidates must also demonstrate strong leadership or technical expertise.

Applicants are required to have a minimum of five years of experience in the past 10 years in positions such as:

  • Founder or co-founder
  • C-suite executive (CEO, CTO, etc.)
  • Senior technical positions, like a senior software engineer

This condition focuses on professionals who have previously contributed significantly to developing or scaling tech companies.

Salary Requirements Explained

Applicants must fulfill a minimum income criterion. The standard threshold is SGD 30,000 per month for at least the previous 12 consecutive months before the application.

Nevertheless, the AI and Tech pathway offers some leeway.

The salary benchmark can be reached via a combination of:

  • A fixed monthly salary of at least SGD 22,500, and
  • Supplementary compensation, like stock options or equity in the company, is subject to assessment by authorities.

This strategy acknowledges how numerous tech professionals receive compensation, where equity remuneration is typical.

How This Differs From the Standard ONE Pass

The broader ONE Pass is available to leading professionals across various industries.

The newly introduced AI and Tech pathway narrows its focus to seasoned technology professionals and founders, while providing more explicit guidelines concerning employer prerequisites and applicant experience.

In simple terms:

  • Standard ONE Pass: For top global talents from various sectors
  • ONE Pass (AI and Tech): Specifically crafted for senior technology professionals

Why Singapore Is Making This Change

Singapore has been striving to compete with key global tech hubs for talent acquisition.

The original Tech.Pass, initiated in 2021, sought to attract entrepreneurs, tech innovators, and engineers to the nation.

Then in 2022, Singapore rolled out the broader ONE Pass to allure top professionals from diverse fields.

The new AI and Tech pathway reinforces that strategy but centers on essential technologies that will shape the future, particularly AI and deep tech.

By providing extended visas and clearer eligibility criteria, Singapore aspires to attract seasoned innovators who can establish businesses, create employment opportunities, and fortify its technology landscape.
