Who is Required to Undertake the New Zealand Citizenship Test?

The citizenship examination will be mandatory for most individuals submitting their applications for citizenship by grant once the regulation comes into effect in 2027. Nonetheless, there are several exemptions.

You are exempt from taking the test if you:

  • Are younger than 16 years
  • Are 65 years or older
  • Have been granted an English language exception for citizenship
  • Have not attained full mental capacity
  • Are experiencing a significant health condition that hinders you from taking the test
  • Are in unique personal circumstances
  • Are already a citizen of New Zealand by descent and are applying for citizenship by grant
  • Are applying from abroad while fulfilling residency requirements, including those residing in Niue, Tokelau or the Cook Islands, or employed abroad by the New Zealand government.

Crucially, those who apply for citizenship prior to the test’s mandatory implementation in 2027 will not be required to take the exam.

What Topics Will the New Zealand Citizenship Test Address?

The authorities assert that the examination will concentrate on the entitlements and obligations associated with New Zealand citizenship. Anticipated subjects in the test will include:

  • The New Zealand Bill of Rights Act
  • Human rights
  • Rights of voters
  • Democratic principles
  • The governmental structure of New Zealand
  • Specific criminal acts
  • Regulations connected to international travel with a New Zealand passport.

The Department of Internal Affairs intends to publish official study resources before the test launches, which will aid prospective applicants in adequate preparation.

How the New Zealand Citizenship Examination Will Function

The citizenship examination will be conducted in person and in the English language. Officials have indicated a desire to establish testing centers throughout New Zealand, not limited to the major urban areas.

This is how the citizenship test is anticipated to operate:

  • 20 multiple-choice questions
  • Administered in English
  • Applicants must answer at least 15 questions correctly
  • Passing score: 75%.

This could lead to a more structured and potentially costlier citizenship application process for migrants starting from 2027.

Anyone intending to apply should carefully review the most recent eligibility criteria for citizenship prior to submitting their application. Authorities caution that unsuccessful applicants might not receive a complete refund of their application fee.
