The Indian High Commission in Ottawa has revealed a significant update for Overseas Citizens of India (OCI) applicants residing in Canada. Effective April 5, 2026, all OCI applications must be submitted in person at the BLS International centres. Applications sent via postal service will not be accepted anymore.

This adjustment is due to the necessity for applicants to provide biometric information, such as fingerprints and photographs, as part of the application process.

This modification impacts a vast number of Indian-origin individuals in Canada who seek OCI cards annually for extended trips, family gatherings, or business affairs in India.

What Changes Have Been Implemented in OCI Applications?

From April 5, 2026:

  • OCI applications are to be filed in person
  • Biometric data must be provided by the applicants biometrics
  • Postal submissions will be disallowed
  • OSS applications are to be presented through BLS centres in Canada

This represents a distinct deviation from the previous process, where many applicants could send in their documents through the mail.

Biometrics Mandatory for OCI Applications

Prior OCI Application Regulations in Canada

Previously, OCI Card applicants in Canada enjoyed greater flexibility:

  • Applications could be sent by post
  • Physical attendance was not always obligatory
  • Providing biometrics was mostly not a requirement for numerous OCI applications
  • The procedure relied heavily on documentation

Many applicants opted for mail submissions to save time, especially those located far from BLS centres.

Reasons for Introducing Biometric Requirements in India

Collecting biometric data is becoming increasingly prevalent in identity verification and immigration systems across the globe. Governments utilize biometrics to:

  • Enhance identity verification
  • Minimize fraud and prevent duplicate applications
  • Fortify security measures
  • Expedite future immigration workflows

India already implements biometric procedures for visas and passports. Expanding this requirement to OCI cards brings the system in line with international norms.

Consequences for OCI Applicants in Canada

This alteration is expected to impact applicants in various ways:

1. Travel Requirements

All applicants must now personally visit a BLS centre. This may entail travel for individuals based in smaller towns.

2. Extended Processing Time

Arranging appointments and attending centres might result in a lengthier process compared to submitting applications through the mail.

3. Enhanced Document Security

Biometric verification helps to mitigate errors and issues related to identity, possibly increasing approval accuracy.

4. Crucial for Those Traveling Urgently

Individuals organizing a trip to India should submit their applications promptly, as appointments may be quickly booked after the new requirement comes into effect.

Understanding the OCI Card and Its Significance

The OCI card affords foreign nationals of Indian descent the ability to travel and reside in India without needing a visa. Key advantages include:

  • A lifelong visa for entry to India
  • Access with multiple entries
  • No requirement to notify local authorities regarding long stays
  • Simplified travel for family visits, work-related trips, or planning relocations

However, it’s important to note that an OCI Card does not grant citizenship and does not come with voting rights or eligibility for government positions.

Where to Submit OCI Applications in Canada

Applicants are required to submit their applications via authorized BLS International centres, which manage consular services on behalf of the Indian government. It’s advisable for applicants to verify appointment availability in advance to avert delays.

Concluding Remarks

The Indian government’s move to mandate biometrics for OCI applications in Canada represents a shift towards stricter identity verification and enhanced documentation security. For applicants, the primary change is clear: mail submissions are no longer an option. You are required to go to a BLS centre and present your biometric data.

If a trip to India is in your plans for 2026, applying ahead of time may alleviate last-minute complications.
